Postgres module ignores php.ini pgsql.* directives when compiled and loaded as dso.

Bitten by the fact that php looks for php.ini in the / directory first. So beware that you don't have one there, php will ignore all other php.ini location specifications (env PHPRC, configure paramaters)...
