The function strtoupper() does not make the conversion to upper for the "portuguese language" characters such as: ? to ? , ? to ? , ? to ? , ? to ? ,  ? to ? , ? to ? , ? to ? , ? to ? , ? to ? , ? to ?

I just tried this script with PHP 4.0.6:

<? echo strtoupper("??????????"); ?>

And it worked as it should..could you please try to
upgrade? And if it still doesn't work, reopen this bug report. Otherwise considered fixed.
