The code:

The result is:
  error_msg += "TEST";

That means that comment sign "//" was suppressed when ?> found. So that means that <?...?> has higher priority ???
Either this is a bug or lack of documentation but n my opinion in the comment block can be anything except comment ending statement ...

This is clearly said in manual:

http://www.php.net/manual/en/language.basic-syntax.comments.php


"The 'one-line' comment styles actually only comment to the 
end of the line or the current block of PHP code, whichever comes first."
