pdf_open_memory_image() is not implemented in PHP 4.0.5 and all previous versions - for Win32. Other platforms have this function since v4.0.

NB: same as #10606, but it appears on all versions of windows.

No idea why it was Critical, but it sure did draw attention :)
Fixed in the latest CVS (warns about its inavailability, it only exists in newer GD versions)
