doing a "date" from the console shows the timezone as PDT.  date("I") returns 1, but date("T") reports PST.

Works fine for me. Might be Solaris specific thing.
Does PHP 4.0.5 work any better?

we have since switched from solaris to linux and it works fine.

I'd assume it might have been some configuration issue.
