It's not a broken link since the search results point to it (top result): https://www.php.net/results.php?q=safe+mode&l=en&p=all

We're in the progress of removing PHP 5 related information from
the manual[1].  The info about safe mode has already been
removed[2] (modulo some oversights).  If you still need
documentation for PHP 5, you can download an archived version from
<http://doc.php.net/archives/> – well, if it wasn't gone for some
reason.  I'll try to find out why.

I'm changing this as bug report regarding the missing archives.

If you feel strongly, that the PHP 5 docs should be available
online, please send mail to the documentation mailing list, but I
don't think this will happen for capacity reasons (the doc team
appears to be barely able to keep up with PHP 7 and 8).

salathe@php.net (thanks!) in the meantime, so I'm changing to
feature request.
