At the moment is not possible to use php if source code is not configured with --disable-gcc-global-regs an it is known fact.

Betting that LTO optimisation may bring better seed improvement than --enable-gcc-global-regs I've been trying to build php using LTO optimisation.

Looks like building php 7.3.0 with LTO optimisation fails on linking php cli:
