As reported in https://bugs.gentoo.org/637402, the FPM sapi has an "automagic" dependency on libapparmor. That is, PHP will be linked against libapparmor if libapparmor is present, and there is no way to disable that behavior.

That can cause problems if libapparmor is installed for a different, unrelated, reason when PHP happens to be built. If the user later uninstalls libapparmor (not knowing that PHP is linked against it), then php-fpm will begin to crash.

This is usually addressed with a ./configure flag, "--with-fpm-apparmor" or something like that.
