Our use case and several found on the internet includes handling timeout with less than one second.

PHP Unit adopts the same approach:
https://github.com/sebastianbergmann/php-invoker/blob/master/src/Invoker.php

To prevent BC break, the function could accept an integer or a float to specify the time in seconds or a fraction of second respectively.
