When USE_ZEND_DTRACE=0 (or not defined), phpinfo wrongly reports as "enabled"

Test script:
---------------
USE_ZEND_DTRACE=0 sapi/cli/php -i | grep DTrace

Expected result:
----------------
DTrace Support => available, disabled


Actual result:
--------------
DTrace Support => enabled
