Currently while trying to cross compile PHP, this error is outputted by configure script : 

cannot run test program while cross compiling

It is time PHP needed to be made cross compilable.

I'm going to close this as not a bug.

Cross compiling autotools configured software very often requires that you set ac vars for configure.

Setting the correct ac vars will allow you to avoid executing tests that usually determine the value for those vars.

This is not a limitation of PHP, but of autotools.
