This seems to be now resolved. Yes, it might be something with the mirrors and more problematic the manual translations. There might be language negotiation or something similar used in the browser and on the php.net site. The language settings and negotiation are not exactly fully properly working but this particular issue can be now closed I believe because it should be working for all languages. Thank you for reporting issues you're having.
