Description:
------------
The below code is working fine in php-5.6.26-nts-Win32-VC11-x64 but not working in php-5.6.27-nts-Win32-VC11-x64 (although allow_url_fopen = On):

Test script:
---------------
$from_path = 'https://fbcdn-photos-b-a.akamaihd.net/hphotos-ak-xpf1/v/t1.0-0/p320x320/14370381_1121664761255364_721077709461102630_n.png?oh=f6e5bdfbde8ad5cfda137476e2b5bf97&oe=5872A162&__gda__=1483223263_661dfde8b0e24e6a91903f6abb62fba1';

$image_info = getimagesize($from_path);
var_dump($image_info);

Expected result:
----------------
$image_info is not bool(false)

Please always make sure that you have error_reporting set to E_ALL
before reporting a bug, and post the relevant warnings or notices.

I get with *both* php-5.6.26-nts-Win32-VC11-x86 and
php-5.6.27-nts-Win32-VC11-x86:

| Warning: getimagesize(): SSL operation failed with code 1. OpenSSL Error messages:
| error:14090086:SSL routines:ssl3_get_server_certificate:certificate verify failed

Please verify that you get the same message. If so, you'll have to
set openssl.cafile to an appropriate Certificate Authority file.
