if the filename is  "中文-English.html",test $fileName will be -english.html
It is amazing 

Test script:
---------------

$fileName = $_FILES['fileName']['name'];
print_r(pathinfo($fileName));

Expected result:
----------------
$fileName="中文-English.html";

Please try the following test script:

    $fileName = $_FILES['fileName']['name'];
    var_dump(bin2hex($fileName));

Which result do you get?
