As you can see at http://php.net/ChangeLog-5.php#5.5.4 the $escape parameter was added to fputcsv but this is completely missing from all PHP documentation!

The documentation has been fixed[1], so the bug report can be
closed.

This bug has been fixed in the documentation's XML sources. Since the
online and downloadable versions of the documentation need some time
to get updated, we would like to ask you to be a bit patient.

Current documentation for this parameter is non informative, it tells nothing about how this parameter works.

Please file a new bug report about that. Re-opening this ticket
would probably do more harm than good.
