Test script:

date_default_timezone_set('UTC');

$d = mktime(2, 3, 4, 09, 09, 14);


print_r(date('d.m.Y H:i:s',$d));

Expected result:
----------------
09.09.14 02:03:04

Actual result:
--------------
30.11.2013 02:03:04

Numbers starting with 0 are octal. 09 is an invalid octal.
