As far as I know there is no rule specifying this. There are some translations that leave original paramets names, but majority of language versions contain parameters translated. The reason is simple: it is easier to make a sentence when you don't need to mix two languages within it. The same applies to variable names, types etc.

While this bug should be probably marked as NaB, because there is no standardization in this matter, I think that we need to discuss it. Changed parameters names are sometimes confusing and would cause big trobules if we ever going to introduce named parameters in PHP... More experienced members than me should express their opinions, IMO.
