The documentation at http://php.net/manual/en/function.htmlspecialchars.php says:

"'" (single quote) becomes ''' (or ') only when ENT_QUOTES is set. 

It does not convey that ' will only be converted to apos if ENT_HTML5 is also provided (because, for background, there was no apos in HTML4 but there's now in 5).

sources. Since the online and downloadable versions of the
documentation need some time to get updated, we would like to ask
you to be a bit patient.
