The file pear/install-pear-nozlib.phar is not included in PHP version 5.4.25. This is an issue if your server has no direct connection to the internet and no proxy is set, resulting in an uncomplete installation (make install runs into timeouts trying to load said file).

This file however is included in latest versions of 5.5 and 5.3.
Is this an error in the packaging process or is this file intentionally not included?

Thank you for your bug report. This issue has already been fixed
in the latest released version of PHP, which you can download at 
http://www.php.net/downloads.php
