The php.ini config is listed twice on this page:http://www.php.net/manual/en/ini.list.php

windows.show_crt_warning	"0"	PHP_INI_ALL	Available since PHP 5.5.0.
windows_show_crt_warning	"0"	PHP_INI_ALL	Available since PHP 5.4.0.


Correct would be windows.show_crt_warning (but linked is the _ variant)

Indeed, there never has been windows_show_crt_warning (that's
just the internal property_name). windows.show_crt_warning is
available as of PHP 5.4.0[1].

This bug has been fixed in the documentation's XML sources. Since the
online and downloadable versions of the documentation need some time
to get updated, we would like to ask you to be a bit patient.
