At http://www.php.net/download-docs.php, it is stated that the "HTML Help file" 
was last updated on 21 Jun 2013. If you download the HTML Help file and look into 
res/index.html, it was actually last updated on 2013-02-28.

Please consider updating the CHM docs as often as the regular ones, or, even 
better, provide users with the script that is used to generate them.
