Test 04-bevent-socket.phpt requires an internet access.

in some build environment, this can't be run.

So please skip if SKIP_ONLINE_TESTS is set.

For example (from some tests in php-src):

if (getenv("SKIP_ONLINE_TESTS")) die("skip test requiring internet connection");
?>
