When i use the function ftp_mdtm with a directory it return me False.
This -1 means that it don t work.
When i use this function with a file there is no problem.

ftp_mdtm() checks the last-modified time for a file, and returns it as a UNIX timestamp. If an error occurs, or the file does not exist, -1 is returned. Note that not all servers support this feature.

So are you absolutely sure that file exists? 
And that server supports this feature?

Please add a shortest possible reproducive script
which uses some public ftp server.

I should have read your bug report better.
ftp_mdtm() doesn't work with directories.
