When I set open_basedir on nginx virtualhost in windows server, the open_basedir 
function set on every virtualhost is not properly working when php is running.

My code used in nginx is written below:
fastcgi_param PHP_VALUE "open_basedir=T:\hosting\main\";

please implement open_basedir in php-cgi for windows.

PHP_ADMIN_VALUE is not also working. tried several stuff which was on the 
internet, still didn't work. someone said he could not find anything about 
open_basedir function on php-cgi

It works perfectly fine, set it in your php.ini or pass it as argument to php-
cgi.exe.
