./configure \
   --with-servlet \
   --with-java \
   --with-mysql=/usr/local/mysql \
   --with-gd \
   --with-apxs=/usr/local/apache/bin/apxs \
   --enable-versioning \
   --enable-track-vars \
   --enable-sysvshm \
   --disable-debug \
   --with-xml \
   --with-dom=/usr/lib \
   --disable-experimental-zts

No matter whether I include the --disable-experimental-zts line, I always
end up with it enabled, even after deleting all php4 stuff and re-checking
out from cvs.

Currently compiling after hacking it out of configure manually.

Can no longer reproduce. Either something got fixed or it was a loose nut
on the keyboard. Anyway, it's gone.
