The latest PECL xdiff, 1.5.1 beta, does not compile under PHP 5.4.0RC2. (The 
latest stable version, 1.4.1, is so old that it doesn't even run under PHP 5.3.)

libxdiff-0.23 is installed. The same procedure worked fine under PHP 5.3.4.

Is there anything we can do to help find/fix this bug? xdiff is essential to our 
application, we cannot move to PHP 5.4 because of this problem...

It's fixed in SVN awhile ago. See http://svn.php.net/viewvc/pecl/xdiff/trunk/xdiff.c?r1=269158&r2=297236
I just wasn't released until the moment.
