The channel xml files generated by pecl.php.net are not consistent.

Example:
> http://pecl.php.net/rest/p/dbus/info.xml
has <n>DBus</n>
The release package.xml file
> http://pecl.php.net/rest/r/dbus/package.0.1.0.xml
contains <name>dbus</name>.

This is inconsistent and causes problems with strict implementations like Pyrus.

Suggested fix:
- Throw an error during the release process if the package name in PECL and in the package.xml does not match.
- Regenerate all channel files so current packages work with strict installer implementations
