Description:
------------
Drupal 7, the upcoming version of Drupal, is about to ship
and depends on PHP 5.2 and PDO. Sadly, there are a lot of
bogus installation instructions over the internet that
suggest to install PDO using:

pecl install pdo
pecl install pdo_mysql

Crazily, those two extensions still build cleanly on PHP
5.2, leading users to unwillingly use a completely outdated
code base.

Since we couldn't find a way to reliably detect the version
of the PDO extension from PHP code, could we change the
meta-data of those packages so that they conflict with any
version of PHP >= 5.1.0?

The new version of the pecl web site should not allow to install extensions not maintained in pecl anymore but in core.
