The rar extension is not compilable under Windows Vista Ultimate.

Reproduce code:

pecl install channel://pecl.php.net/rar-0.3.1

Actual result:

PECL/rar never supported .dsp project files and never will.
Use config.w32 for that (though I personally have no idea how to use it)
