This version of the PHP Upload Progress extension appears to rely on the "upload temp directory" setting in PHP to be set (when unspecified in PHP.INI it is supposed to resort to a system default).

Please set the php.ini directive of

uploadprogress.file.filename_template

to a directory, which exists. then it should work.

default is "/tmp/upt_%s.txt"
