Description:
------------
After enabling filter extension all webpages were screwed up, they don't work at all. Disabling filter fixes it :)
If I set on php.ini default filter unsafe_raw - this doesn't help.

Expected result:
----------------
I want to have filter extension, but it shoud do nothing if I don't want any filtering. I want to set manualy whent and what to filter.

Actual result:
--------------
It filters everywhere anythig everytime why for god ?
