Couldn't install it in Windows. When trying, it throws "ERROR: The DSP gnupg.dsp does not exist.".

I think, it's better to put the dll or to add a note in the documentation.

I'm not alone as the borceivanovski at the dot forthnet dot gr has added the notes similar to me, reopening the issue now.

If someone could get it compiled and added to pecl4win it would be fantastic....

Hello there,

A compiled dll would be fantastic and help this package to proliferate to all parts of the PHP community.  Not all developers have the luxury of being able to use Linux for their production servers.  If you could please help out your fellow PHP developers and provide this extension for us then we would be very happy.
