When I tried to make a comment on an existing bug, I filled in cipri@php.net as my email, and after submitting it came up with the following error:


ERROR:
You have to be logged in as a developer to use your php.net email address. 
Tip: log in via another browser window then resubmit the form in this window. 


Yet looking at the top it clearly stated `Logged in as Cipri` and I had the Developers submenu on the left aswell, so clearly I was logged in...

You need to use the "Developer" tab rather than the "Add Comment" to add the comment.  I'll update the text to make that clearer.
