This page states:
"(No version information available, might only be in SVN)"
It also does not specify that the function appears to only be available via 
mysqlnd.

I believe this function appeared in PHP 5.3 and is available only for mysqlnd 
similar to: http://www.php.net/mysqli-result.fetch-all

This bug has been fixed in the documentation's XML sources. Since the
online and downloadable versions of the documentation need some time
to get updated, we would like to ask you to be a bit patient.
