I'm having problems accessing the website from Zambia; pages load very slowly 
even though they have not changed.

The online documentation is not cacheable because the server always returns a new 
page response, with no etag, regardless of the last-modified date sent by the 
client.

Please could you send and check the last-modified header, and also preferably set 
a reasonable Expires header, e.g. a month?

The documentation is downloadable (http://www.php.net/download-docs.php) in 
multiple forms.

The entire manual is generated on a weekly basis.

Thanks, that helps, but I really would like websites to properly implement this 
so that ISP-level and organisation-level caches actually work, and end users 
don't have to worry about it, or download multiple copies of the entire 
documentation just to get a few pages.

Bandwidth may be cheap for you, but it's very expensive for us!

I actually thought we did check the last user note timestamp and last generation 
time and couple of the include fails.

The fix for this bug has been committed. Since the websites are not directly
updated from the repository, the fix might need some time to spread
across the globe to all mirror sites, including PHP.net itself.
