The function description reads "Similar to fgetcsv() this functions parses a 
string as its input unlike fgetcsv() which takes a file as its input."

This is awkwardly worded and incorrect (you can't say "it is similar that these 
are unlike each other").

It should read "This function parses a string unlike fgetcsv() which takes a file 
as its input."
