There is no information regarding the file format to be used along with the 
ResourceBundle class of intl extension. Is that simple array ? 

There is no example regarding the use of the intl extension

Mentioned in the ResourceBundle class documentation are two links for exactly the 
information you're trying to find. It would not make sense to duplicate the file 
format documentation in the manual, as it is beyond the scope of the manual, and 
may change frequently.
