If the current user id is root (CGI PHP) :

rwxr-xr-x : is_executable() returns 1 : OK.
rw-r--r-- : is_executable() returns 1 : WRONG

No problem if current user is not root.

Works for me. Please provide reporoducing script.
BTW, running PHP as root is rather unsafe, especially as CGI (i.e., with user data).

The error was in the test script that dates from PHP3.
It has indeed been fixed.
