in php 5.2 php -c option could include a space out-ceo name. ini file, already in PHP 5.3 does not work. 

php 5.2
php -c teste.ini or php -cteste.ini
Loaded Configuration File => teste.ini

php 5.3
php -cteste.ini
Loaded Configuration File => teste.ini

php -c teste.ini
Loaded Configuration File => (none)
