I tried to add a comment to the documentation.

It wrote me

Your IP is listed in one of the spammers lists we use, which aren't controlled by us. More information is available at http://www.dnsbl.info/lookup.asp?IP=91.124.213.87

The link does not work (404 Not Found), I can't see details.

BTW, I am on the ADSL with a dynamic IP, the ban is nonsense.

This bug has been fixed in SVN. Since the websites are not directly
updated from the SVN server, the fix might need some time to spread
across the globe to all mirror sites, including PHP.net itself.
