The German manual shows

string file_get_contents  (  string $filename  [,  int $use_include_path  [,  resource $context  ]] )

but the English manual shows

string file_get_contents  (  string $filename  [,  int $flags = 0  [,  resource $context  [,  int $offset = -1  [,  int $maxlen = -1  ]]]] )

I guess, the English one is correct. This error is quite confusing.

Also the German manual shows

and the English one shows

I've updated both translations. They weren't wrong, but just outdated.
