If setcookie is called with domain and path arguments, it does nothing.



Reproduce code:
---------------
print_r($_COOKIE);

echo setcookie('test', 'test', time()+3600, '/', 'localhost');

Expected result:
----------------
Array ( [test] => test ) 1

Actual result:
--------------
Array ( ) 1
