On the page http://us.php.net/manual/en/pdf.installation.php it gives instructions for enabling the PDF functions for PHP < 4.3.9, but does not give instructions for higher versions.

It clearly states that it's a PECL extension on the page you mentioned 
in your report, and links to instructions on how to install it.  The 
mention of "PHP < 4.3.9" is because it was possible to compile it into 
PHP at compile-time with those versions, whereas now it's not.
