Description:
------------
The IPv6 address filter in the filter extension still
rejects valid IPv6 address notations. E.g.:
::67:78b:34.43.43.2
0b15:23::3:67.98.234.17

(This Bug was probably introduced while fixing
http://bugs.php.net/bug.php?id=46973)

Reproduce code:
---------------
var_dump(filter_var('0b15:23::3:67.98.234.17',
FILTER_VALIDATE_IP,FILTER_FLAG_IPV6));

Expected result:
----------------
0b15:23::3:67.98.234.17

Actual result:
--------------
false
