ini_set() doesn't return false when updating PHP_INI_ALL entries that can fail.

Reproduce code:
---------------
<?php
var_dump(ini_set("arg_separator.output", ""));
var_dump(ini_get("arg_separator.output"));
?>


Expected result:
----------------
bool(false)
string(1) "&"


Actual result:
--------------
string(1) "&"
string(1) "&"

Fixed in HEAD and 5.3.
