"PHP has encountered an Access Violation at 0446932E"

I've follow what help i could online to install PHP on IIS including verifying my .ini file and all i get is this code. I tried messing around with capitalization and stuff because i heard from some that's what they had to do but still no luck and i've googled the violation and no one has posted that specific error.
