Description:
------------
on php.net/session and in php.ini there's note:

"Note: If you want XHTML conformity, remove the form entry and use the <fieldset> tags around your form fields."

This issue is not specific to XHTML.

HTML 4 Strict, XHTML 1.0 Strict, XHTML 1.1 require block elements in <form>

HTML 4 Transitional and XHTML 1.0 Transitional don't.

Expected result:
----------------
I suggest changing "XHTML" to "XHTML/HTML Strict"
