socket_set_blocking didn't work on Windows.
That's because in php_set_sock_blocking(),
a non-zero value of the third parameter in
ioctlsocket set socket nonblocking, and zero
value set socket blocking.

So,
    flags = block
should be replace as
    flags = block ? 0 : 1;
before the ioctlsocket.
