Reproduce code:
---------------
$sel = & HTML_QuickForm::createElement('hierselect', 'district', 'Some title');
		    $sel->setOptions(array($opt1, $opt2));
$renderer = new HTML_QuickForm_Renderer_ArraySmarty($smarty);
		    $sel->accept($renderer);
$renderer->toArray(true)

Actual result:
