I have Windows XP SP2, Apache 1.3, PHP 5.1.4.4.as Apache module.

php.ini is located in D:\WINDOWS\php.ini

key settings:
extension_dir = "D:\php\ext\"
extension=php_curl.dll
extension=php_imap.dll
extension=php_pdo.dll
extension=php_pdo_mysql.dll


PHP is not able to load extensions.
All paths to extensions are correct
but in Apache log I see messages:

PHP Warning:  PHP Startup: Unable to load dynamic library [here is lib name: php_curl.dll, php_pdo_mysql.dll...]

When I save php.ini and downgrade PHP to 5.1.2 all modules
are successfully loaded. I also tried PHP 5.1.3 and I saw modules weren't loaded, so I think this bug is in 5.1.3 and
5.1.4.

Does phpinfo() report the right php.ini location and extension_dir?

Please try removing that trailing backslash in the extension_dir directive.

Now I tried new Windows installation
and everything is OK.

yes, paths were ok

on new installation of windows it doesn't mind if there
is or isn't a backslash
